Just to turn the fastener or fitting the rest of the way off or to start it going on.

Answer: If I'm understanding you correctly, I have personally used a torque setting following clockwise revolutions to the desired setting, followed by counterclockwise revs. to reduced settings. The wrench performed ok at the noticeable reduced settings.
Question: Is it supposed to be impossible to set my torque? I cant even spin it
Answer: Like the first comment, the bottom of the torque wrench has a locknut. If it feels tight then you probably won’t be able to change the torque setting until it feels loose. Rotate it until it feels loose to change the setting and once the torque is set, rotate it again to tighten it before using it.

Answer: Of course it can be installed, but your warrantee would be void.

Answer: If you have all the ports closed. I mean, it's not Mercedes benz Bose headphone while drowning quiet..but quiet enough to throw some earbuds in for music and not be interrupted.
