Answer: Yes. It is a wire style handle, but it is secured and movable.

Answer: Hell Yes! It can certainly be dimmed enough, the only thing I am not sure of is it bright enough for day to day reading. You could probably read something or the pages of a book in a pinch, but I wouldnt consider it bright enough for a "Reading Light" for regular use. A "Night" light would be a good use for it.
