This is a "Competition-like" headgear (as the description states) not a competition headgear. You need a real competition headgear with the "USA Boxing" or "AIBA" label to compete in amateur boxing (e.g. USA Boxing, Golden Gloves, Silver Gloves, PAL, etc). Below is an excerpt from the USA Boxing Official Rule Book: "RULE 22.
