Answer:	I suppose you can do that. But the one made for golf has the specific (diameter of the hole and I think the depth also) specification in the official golf game. If you don't care then it should be fine. In addition the golf cup has openings for drainage and is made of plastic (I presume it is a durable kind). You don't want to use something that can rust or brittle such that it will crack. Other than this you can do whatever you want. This is just my opinion (a non-golfer that only got it for entertaining guests from time to time).

Answer:	I started out digging with a small hand held garden tool but could not get that snug fit so I purchased a cup hole digger which I am well pleased. I have many flags in my yard which I have cups in all of them. I also have a putting green which I move the hole from time to time. If you are just doing a couple the small garden tool should be ok.
