Answer:	Fill with grout. Don't use sand in mix so it can be pumped in thru the value. Then when the boats/jet skiers hit it they will respect the buoy. You will have to buy a lot more buoys if the water is over one foot depth for they will need to be stacked to be above the surface.

Answer:	In the NE you do not want to leave a buoy out in the winter as the ice will pick it (and your mooring) up and carry it away. Ice is powerful, and unless you are on a small pond you will have problems. If you want to mark a mooring, just tie some floating rope (polypropylene, not nylon) to your chain with enough slack to float on the surface. The ice will not catch the end of the rope and it will pull through during ice-out.

Answer:	The product is made of Polyvinyl Chloride (PVC). The ingredient within the PVC that is in question is called Diisononyl Phthalate (DINP). The state of California requires products containing DINP carry a warning label under a ruling called Proposition 65. We label every product because we cannot control which items are sold in California.The real concern with DINP is ingestion. You should not put the product in your mouth and obviously, do not ingest it.
