Answer:

As noted in previous responses, safes can trap moisture. The silica packs are one way to keep documents dry. However, these packs do have a limited shelf life. I don’t think they are the best solution. I use a $15 rechargeable EVA Dry dehumidifier in my safe. It has silica beads inside that change color when wet. Answer:	It feels like cotton that has been treated, but I am really not sure . Used them 3 weeks ago on a motorcycle trip to Minnesota when it was extremely hot. They helped and then put them under cold water about every 2 hours.
