Answer:	The weight is not adjustable as far as I can tell. But I have to say, I really LOVE this vest! I bought the 8 lb vest in the beginning, kind of split the difference since I didn't want to buy another one any time soon. The other thing you could potentially do if you wanted to add more weight would be to add some wrist or ankle weights. I have thought about that, too, but haven't do so at this point.

Answer:	I think that the medium would be fine. I wore it over a coat and still had room to adjust on the sides. I think the medium was for waist Suze 31-39 inches. I guess it depends on how bulky your coat is that you are wearing it over. The company was great they emailed to be sure it fit if not they were willing to exchange without a problem.
