Answer:	Yes, they do. Take the screws out and the upholstery panel comes right out. I didn't try this, but I'm guessing they glued the upholstery to the padding. If I wanted to recover it, I don't think I'd take the old upholstery off first, I'd just put the new stuff over the top of what's there.
