The v pen is available in a fine nib or medium nib, whereas the varsity pen seems to be available only in medium. The varsity pen comes in colors, whereas I've never seen the v pen in colors. So to answer your question, if you pop off the business end of the pen and use an eyedropper, you can refill it.
