Answer:	It can if you connect the leash to it. I would recommend a carabiner though. But i wouldn't recommend this method as it may hurt the dog's neck from the sudden twisting. If you want to deter dog pulling, I would recommend a leash with handle closer the dog usually called a "high traffic handle." this is much easier to keep the dog at your side to work on walking manners.
