If you have a 78 speed selection on your model (mine does not have one) make sure it is not engaged. Double check the speed control level (which it seems you have already done) to be sure. Otherwise you may have a defective model. Improperly installed belt drives and the most likely cause of this type of problem. I had that problem until I took the twists (3) out of the belt - then it ran properly. Not sure if this helps. I hope it does help.
