Answer:	I have not machined this one so I can't say for sure it is. However, I have turned down other reamers, especially morse taper shank reamers and drills, and this one seems to be similar. I would expect this one can be turned down easily for your purposes. I believe the heat treated, and hardened, areas on the reamer is only the cutting area. The shank area should be annealed and relatively softer.

If you're asking how it compares to, say, M2 HSS, I'd say it's not as red-hard or wear-resistant as M2, but it's more grindable and a little more flexible, so if you plan on using this in a flycutter, you might want to look for an M2 or M42 bit blank, but if you're making woodworking chisels or turning tools, you won't have to spend as much time grinding and you'll end up with a perfectly serviceable tool.
