Answer:	Made in China like most everything else these days. You wouldn't be getting them for this cheap if they were made in the USA. They are pretty good quality however.

Answer:	They cut great on aluminum, that is what i primarily got them for. However I have bent 3 of them on accident as I got them for my 56,000 RPM pencil grinder and I can only run them at low RPM. 3 times now i have went to twist the dial to turn down/off the grinder and not paying attention turned it up and they immediately spin out of proportion and the shank bends pretty much instantly. Just have to be very carefully how fast you turn them, I can barely turn mine on to where it starts to spin much more and they bend. Probably says rated for only certain RPM in the fine print.
