Answer:	I don't know if the outside of the bag is water proof or not. What I do know is don't place your cell phone inside the bag because you will have many problems with the phone because of the silver lining. I was keeping the phone in the outside pocket but it was always falling out when the bag would tip over. I suggested that future bags have a velco closure at least one side.
