Answer:	You appear to be interpreting "mil" as an abbreviation of "millimeter". In this context, however, 1 mil is 1/1000 of an inch, so 1 mil = 25.4 microns. Thus, 15 microns / (25.4 microns per mil) = 0.59 mils.

Answer:	I can't say where they were manufactured but they are nice. They are thicker than the old grocery store bags and they have handles. I bought these after California outlawed the single use store bags and I like them.
