Answer:	It's stainless steel (SS), most likely type 304 which is a fairly common cheaper grade. When made at the smelter (giant multi-ton square rods), the 304 WAS magnetic. But when cold rolled into a thin sheet the structure of the steel CHANGES from austenite (magnetic) to martensite making the SS non-magnetic. In short is is not only the nickel/chromium content but the internal structure that determines if it is attracted to a magnet. If you could heat this pan to a cherry red heat, and then cool it, it would turn magnetic again because you changed the structure from autentistic to autentistic.
