Answer:	This is a little frustrating. All skin has the ability to absorb what is applied, not just the skin on the inner thigh and inner arm. So then you are actually estrogen dominant because your hormones are not balanced. Hormone imbalance can even happen in men and they can also become estrogen dominant. Estrogen dominance is generally what causes a lot of excess weight around the belly, hips, thighs and rear end. Using a progesterone cream can help supply your body with the progesterone it needs to balance out the estrogen dominance. Once you've been using it for a while (and it can be different for everyone), you can experience good results in a number of different areas. The official reasoning behind the Prop 65 listing is opinion of "state qualified experts," without further support listed. Research on the relationship between Progesterone and Cancer is a bit muddled. There is actually quite a bit of evidence of anti-Cancer activity in Estrogen dominant women.
