Question: Is this actual a 4K or just 1080p because many sellers say that their projector are actually 4K but they don't
Answer: There's only two true 4k home theater projectors in the market. This one and the VPLVW665ES. I personally would recommend the 665 unless this is going in a pitch black room, and even then I would use a grey screen like Screen Innovations Slate. The 665 has a higher contrast ratio. The other main difference used to be that the 365 did not have HDR. Sony released a firmware update so that the 365 now has HDR. BUT... It makes the projected image very dark so I recommend turning off HDR unless you go with the 665. I resold this to a customer as I'm a professional installer, I did not purchase this for myself. We ended up returning this model to get the 665 for the above reasons. HDR on the 665 is perfect.

I guess the reason why your lights won't stop switching colors is that you press the lock button on the last row of the IR remote controller, so it will lock and keep the current mode.
