Answer:	You can use cell phone system data, but you can't stream from the same device that is providing the hotspot. That is to say, if your phone is emitting your wifi hotspot, you will need a different device connected to that wifi hotspot to control the stream. This is just limitations from how the streaming in the apps work, and is super unfortunate, but I have streamed successfully using cell phone data and a second device (tablet or laptop) connected to the phone wifi hotspot controlling the chromecast. Answer:	Yes it runs Plex fine in 4K, if you can't afford a Shield or don't want or need one, this is probably in my opinion the next best thing to have as one of my hobbies is testing and reviewing streaming devices, this one is excellent and for the price especially.
