The the strap used for towing the carrier does have a sewn loop that could possibly be attached to a bicycle seat post. Caution, a steep angle of there carrier will result in dragging the "head" or "toe" of the board.

My 17" laptop does fit tight (on the sides) in the rest of the bag, but the padded compartment is kind of the point. The main zipper is strong but the zipper in front pocket is very cheap. I returned this product.

Answer:	The space between the rails is 16 1/2 with the scuff shields installed. I had the same concern about width when I bought mine. I use it on a stand up paddle board. The board tapers down to 16 1/2 inches about 10" from the end. Everything fit fine.

Answer:	I have a Lenovo p71 which is beast of a 17" laptop, but this bag doesn't protect it. It fits but no in the padded section intended for the laptop. Also, everything else about this bag is poor. It's just a sad saggy sack. The weight of the bigger laptops make the thing slide off your neck, and if you put it across to the opposite shoulder, you'll choke quickly. Keep looking.
