The USB-C data port is specifically for ultra-fast data transferring and can’t support media display no matter how. Media display is fulfilled by HDMI port. 

How can this hub achieve 85W PD pass-through charging?

Use a PD adapter and a USB-C to C cable that both supports 100W PD charging.

How to use the PD IN port to charge my Type-C devices?

1) USB-C HUB only pass-through the power but does not provide it.

2) Use a PD adapter, and ensure your devices’ Type-C port supports PD protocol.

3) For Macbooks, ensure the wall charger can support power delivery above 45W.

4) For Windows, ensure the wall charger can support power delivery above 65W.
