How to confirm the charger work fine after receive the charger?

After receive the charger, power up the charger without any batteries, the 4 indicator turn green, after put the batteries in charger to charge, the 4 indicator turn red, then the charger work fine. 

Key Note:

1. Do not charge non-lithium batteries or bad batteries.

2.Before using, please check whether the input DC voltage on nameplate logo of the charger is consistent with the adapter provided specifications and your local AC voltage input.

3.Please notice that the charger's DC interface and AC interface can not access at the same time.

4.Do not disassemble or operate the charger if it is damaged in any way.

5.Keep the charger away from moisture environment, heat sources and flammable items.

Answer:	I am going to say no David. I can tell you I also bought a Tenergy Advanced Universal Charger TN190-4 Channel AA/AAA/C/D/9V Ni-MH Charger with LCD Display and USB Power Outlet and it takes about 8 hours to charge 4 at the same time. That is a conservative estimate. You may be able to do it in 7, but no less I am sure of that.
