Answer:	No it is not stretchy but will loosen up a little after wearing them a couple times. I got a size 7 but normally wear a 7.5. This is my second pair and I do love how comfortable they are but they'll get looseer over time.

They were so tight, even without stockings I had to return them. It was pretty easy though. The packaging they come in is the return bag. I ordered a whole size larger, 8 1/2, and they are perfect. I love these shoes. They're everything I hoped they would be. I haven't danced in them yet, however. But I have no concerns they'll be great. Good luck finding the right size.
