Answer:	Hello! It is a pair. They both have removable cold packs that specifically fit both the top of the foot and the bottom, which is nice because you may only want coolness one part of the foot and not the other. But they feel so nice if your whole foot is in need of relief. After using, I keep both booties with the cool packs still in them (ready to slip on the next time) and put in a gallon size zip lock storage bag before placing them in the fridge or freezer. If you put in the freezer you may find them too cold to leave on your feet very long. Or just wait a few minutes and use them. You will love them. Answer:	yes, I would think so, although overall I use it as a final topcoat over nightcream on my entire face. The #1 ingredient in this product is grapeseed oil, so very moisturizing and hydrating.
