Answer:	No, it does not. My laptop bag has a sleeve. I just put the suitcase handle through it and I can walk in ariports, trains and street very comfortably. It is a perfect size to fit in cabin lockers and yet it holds a great deal. The built in charge is also very useful.

Answer:	I would say small. my Yorkie is 8 lbs and just fit the small.

Answer:	yes it would fit a Chihuahua. Unfortunately, our Toby passed away before he could wear it, but it fit with the initial try-on.

Answer:	Based on weight, the L will fit too snug so the XL would be the proper size. However, it all depends on the dog's build. The only way of determining the correct size will be to measure your dog's neck and chest and get back to us with the info.
