Answer:	The base of the carrier itself (not on the wheel base) is not solid. It is somewhat firm when the pad is inserted, but will still sag a bit under the weight of my 21 lb. cat. The pad is removable, so you could insert your own board if you need it to be firmer. It is still firmer than other soft carriers I have tried. I love it with the wheeled base--that is very sturdy.
