The dogs girth was the top of the medium range, so we think the short strap was a manufacturing issue. So then we ordered a large. The large fit, but seemed big. We had to cinch the straps a lot. Unfortunately it fell apart just trying it on in the house so we never used it and just returned that one, too. But I would think it would fit a dog 20 pounds more than my dog. If you don't have a soft tape measure, wrap a leash or rope around the dog's girth and measure that.
