Answer:	Yes-if it is plugged in, it is drawing power, but not much. But-I was told, you do not want to leave it plugged in-take it out and only plug it in AFTER you have started your car (if you are starting your car-it really drains the battery and can start to wreck your phone battery as well). However-you can charge your phone without the car running. So, say you lost power in your house-you can plug it into your outlet and just charge your phone...not much battery power is used.

Answer:	Can you please confirm that the Car Charger charges the Samsung S4 if the lightening cable is disconnected with iPhone?Standard charging rate for S4 is 5V 2A; while the USB port of the car charger supply fixed 5V 1A current; but the car charger can charge S4 at 5V 0.75A with a regular 1A cable , in a very slow speed;
