Answer:	No. For us it worked once baby could sit independently. It has straps that attach to shopping cart and straps to hold baby in. It has a pillow/bumper on each side but for us that would not support our baby if they weren't able to sit upright without support.

Answer:	No, I tried it today and it did NOT fit properly. It's slightly too small. The cover goes on, but once your baby sits in the cart, the seat can't extend properly. I am returning mine because Target is my main shopping place. The cover is very cute and will probably work for most stores that use metal carts.
