Answer:	No. For us it worked once baby could sit independently. It has straps that attach to shopping cart and straps to hold baby in. It has a pillow/bumper on each side but for us that would not support our baby if they weren't able to sit upright without support.

Answer:	This shopping cart cover has been tested and does fit Target shopping carts. It has not been tested on Costco shopping carts and may not fit perfectly seeing these carts tend to be over sized. However, this shopping cart cover comes with Velcro straps on the back, sides and front which will allow you to secure the cover to the shopping cart even if its a little too small. Question:	Does this have straps for toys or bottle holders
Answer:	We are not happy with this item! It is difficult to strap tge baby in. There is tge pouch for toys but no straps that I remember
Question:	Does this fit Walmart carts
Answer:	Yes it does. It fits all carts and works for high chairs in restaurants too. But in my experience with this, I rarely used it. It takes too much time to set it up and clip it together, and put it away. When you have a young baby or a 1 year old, they dont wait very long, and it's not terrible without this. I would save your money. But that's my opinion. Good luck!
