Answer:	You pretty much need to have a fingernail under the top lip to be able to pull these out. It's annoying to an adult to pull them out, so I assume it would be hard for a toddler to even get close to removing one. Also they completely cover an outlet so they are at least an inch and a half wide, I don't think someone could swallow it.
