Answer: I can't speak to smaller or larger, but it fit me well out of the box. Had room inside to wear liner and sweatshirt during cooler weather.

Answer: 9 total pockets. 4 on front (2 on each side). 1 on left sleeve. 4 inside. 2 on the removable liner and 2 on the outer shell. One pocket is pretty small I use it for a pack of cigarettes and the larger one I use for my phone.

Answer: I find it very capable of handling wind and rain. I have a Transition 2 and now a Transition 5. The 5 is a lot tighter being of the same size and I should have ordered one size bigger. The liner attaches a little differently. Build quality is excellent!
